A District of Innovation is a concept passed by the 84th Legislative Session in House Bill 1842, effective immediately, that gives traditional independent school districts most of the flexibilities available to Texas’ open enrollment charter schools. To access these flexibilities, a school district must adopt an innovation plan, as set forth in the Texas Education Code chapter 12A. (TASB)
The DeSoto ISD Board of Trustees renewed the District’s local innovation plan on May 23, 2022 for additional 5 years of flexibility to better serve our students.

December 2024: Notice of Proposed Amendment: DeSoto ISD District of Innovation (DOI) Plan Update
DeSoto ISD is committed to continuous improvement and ensuring that our policies and practices best serve the needs of our students, staff, and community. As part of this effort, the District of Innovation (DOI) Plan has been revised to include updates that enhance our ability to recruit, retain, and support high-quality educators.
The updated DOI Plan reflects newly proposed amendments aimed at addressing the current teacher shortage and expanding the teacher certification exemptions to include Fine Arts, EC-6 Core Subjects, 4-8 Core Subjects, and Secondary Core Subjects. These changes are designed to increase staffing flexibility, strengthen instructional quality, and broaden our recruitment pool.
This revised plan will be presented to the DeSoto ISD Board of Trustees for consideration and possible approval on January 21, 2025. Once adopted, the final copy of the DOI Plan will be made available to the public on the DeSoto ISD website.
