The DeSoto ISD Board of Trustees has approved the contract of Dr. Elna Davis as Interim Superintendent during its September 10 meeting. Dr. Davis will officially begin serving the district on September 14, bringing more than three decades of educational leadership experience and a proven record of academic achievement, fiscal responsibility, and strategic district management.

"We are in urgent need of stabilization, and I believe the selection of Dr. Elna Davis reflects both the seriousness of this moment and our commitment to strengthening the systems that support our students, staff, and families," said Board of Trustees President Karen Lacy. "This is about bringing experienced leadership to work and building a district our community can trust and be proud of."

Dr. Davis joins DeSoto ISD with more than 30 years of experience in public education and a strong track record of driving student achievement while maintaining sound fiscal stewardship. Most recently, she served as Superintendent of Tarkington ISD, where she increased College, Career, and Military Readiness outcomes from 71% to 99% and improved its graduation rate from 93.9% to 98.3%.

Dr. Davis also helped secure approximately $3.8 million in grant funding and led a district debt restructuring effort that saved nearly $1 million while reducing repayment obligations by seven years. Her leadership focused on creating sustainable systems that supported both student success and long-term organizational stability.

Prior to her tenure in Tarkington ISD, Dr. Davis spent a decade in Grand Prairie ISD, where she served in several cabinet-level leadership roles, including Area Superintendent, Chief of Schools, and Executive Director. During that time, she supported campuses in achieving significant academic gains, including progress from state accountability concerns to National Blue Ribbon recognition.

Earlier in her career, Dr. Davis served Mansfield ISD for 17 years as a teacher, assistant principal, and principal. As a campus principal, she and her team earned recognition from the Texas Business and Education Coalition for ranking among the top 10% of schools in Texas for five consecutive years.

Dr. Davis' leadership philosophy is rooted in a simple but powerful belief: every scholar deserves the opportunity to succeed without exception. She describes herself as an "every scholar, every day" leader and believes strong schools are built through high expectations, meaningful relationships, collaborative leadership, and a relentless commitment to continuous improvement.

Her passion for education is personal. As the daughter of parents who later earned their GEDs, Dr. Davis experienced firsthand the transformative power of education and the opportunities it can create. That experience shaped her commitment to ensuring schools nurture not only academic excellence, but also confidence, resilience, and purpose in every scholar.

As Interim Superintendent, Dr. Davis is committed to reigniting DeSoto ISD's proud tradition of excellence while advancing the district's vision.

She looks forward to partnering with the Board of Trustees, staff, scholars, families, and the communities of DeSoto and Glenn Heights to strengthen the systems that support student success and ensure every scholar is known, valued, supported, and prepared to thrive beyond graduation.
